Here’s what it means if you’re not Fortune 100.
On February 5th, OpenAI launched Frontier—a new platform for helping enterprises build, deploy, and manage AI agents. That alone would be notable. But the framing is what matters.
Here’s what OpenAI wrote in the announcement:
“What’s slowing them down isn’t model intelligence, it’s how agents are built and run in their organizations.”
Read that again. The company that builds the models is telling you the problem isn’t the models.
We’ve been writing about this for months. We call it the Execution Gap—the distance between “we can demo it” and “we can run it, measure it, and improve it inside a real workflow.” OpenAI calls it “the AI opportunity gap.” Different branding. Same diagnosis: 95% of enterprise AI initiatives don’t fail on technology. They fail on people, process, and governance.
When the company that builds the models tells you the problem isn’t the models—believe them.
This isn’t a competitive announcement to react to. It’s a validation—from the company with more data on enterprise AI adoption than anyone else on earth. The Execution Gap is now officially mainstream. The question is no longer “is the gap real?” It’s “who closes it for you, and on what terms?”
Credit where it’s due: Frontier is a serious product with thoughtful architecture. OpenAI identified four things enterprise AI agents need to work:
A shared business context layer connecting siloed data warehouses, CRM systems, and ticketing tools into a semantic layer that all AI agents can reference. This is the right instinct. Agents without context are expensive autocomplete.
An agent execution environment where AI coworkers can reason over data, work with files, run code, and use tools in a dependable runtime. Not just chat—actual task completion.
Built-in evaluation and optimization loops. Human managers give feedback. Agents learn from experience and past interactions. Performance improves over time. This is how, as OpenAI puts it, “agents move from impressive demos to dependable teammates.”
Each AI coworker gets its own identity with explicit permissions and guardrails. Enterprise security and governance are built in. Teams can scale without losing control.
These are real capabilities. OpenAI has spent years working with large enterprises and distilled genuine patterns into a platform.
But look at the customer list: HP, Intuit, Oracle, State Farm, Thermo Fisher, Uber, BBVA, Cisco, T-Mobile. These are Fortune 100 companies. The announcement says Frontier is “available today to a limited set of customers, with broader availability coming over the next few months.”
Frontier is not a consulting firm. It’s a platform play with a services wrapper—a product designed to deepen enterprise adoption of OpenAI’s models. Understanding that distinction matters for what comes next.
The centerpiece of Frontier’s services model is the Forward Deployed Engineer (FDE). OpenAI pairs these engineers with enterprise teams to “develop the best practices to build and run agents in production.” FDEs provide “a direct connection to OpenAI Research”—a feedback loop running from business deployment back to model development.
This sounds good. Here’s the question nobody is asking: what happens when the FDE rotates to the next Fortune 100 client?
We wrote about this pattern months ago in our analysis of the build vs. buy trap. We called it “the forward-deployed engineer trap”—smart engineers parachute in, build tribal knowledge, get the deployment running, then leave. You’re left maintaining a system whose “why” walked out the door. OpenAI’s FDE model is a more polished version, but the structural risk is the same.
The deeper issue is where the engagement starts and how success is measured.
The FDE model is technology-first. The value proposition is access to OpenAI’s people, OpenAI’s research, and OpenAI’s models. The feedback loop flows from your business back to OpenAI’s model development priorities. That’s useful for OpenAI. Whether it’s useful for you depends on whether your problem is actually a model problem.
An Outcome Partnership is business-first. The Synapse Cycle™ starts with your P&L, not with a model catalog. Which workflow moves the most revenue? Which operational bottleneck costs the most? Which use case has the clearest KPI? The technology choice comes after the business case is validated—not before.
Then there’s pricing. Reports peg Frontier engagements at $10M+ minimums. The FDE model’s economics are opaque—“reach out to your OpenAI team.” No published success-fee structure. No visible outcome accountability. We wrote about why this matters: when your partner’s revenue isn’t tied to your outcomes, incentives diverge.

The Business Context layer, Agent Execution environment, Evaluation loops—these are OpenAI products. You don’t see what’s underneath. You don’t own what’s underneath. And Frontier “prioritizes low-latency access to OpenAI’s models”—which is a feature for OpenAI and a constraint for you.

Frontier’s launch customers are HP, Oracle, State Farm, Uber, Cisco, T-Mobile, Thermo Fisher, BBVA, Intuit. These are not mid-market companies. They’re the top of the pyramid. “Available today to a limited set of customers” means what it says—OpenAI has a finite number of Forward Deployed Engineers and they’re deploying them where the contracts are largest.
Here’s what Frontier validates: enterprise AI needs an end-to-end approach—platform, embedded expertise, governance, and ongoing optimization. A model API alone doesn’t close the gap. A strategy deck alone doesn’t close the gap. You need both, integrated, with accountability for outcomes.
But Frontier doesn’t serve the 99% of enterprises below the Fortune 100 line. Those companies have the same Execution Gap, the same need for business-first strategy, the same governance requirements—and no FDE showing up to help.
There’s also a business model tension worth naming. OpenAI is VC-backed with a $157 billion valuation. Frontier is designed to increase OpenAI model consumption—that’s how the economics work. An independent, outcome-aligned partner has a different incentive: find the most cost-effective solution for each use case. Sometimes that’s GPT-5. Sometimes it’s Claude. Sometimes it’s a fine-tuned open-source model at a fraction of the cost. Model-agnostic isn’t a technical preference. It’s an economic strategy.
The irony is that Frontier’s own messaging validates our architecture. OpenAI says you should “bring your existing data and AI together where it lives—using open standards. No new formats, no abandoning agents.” That’s the right instinct. But Frontier’s platform layer sits above those open standards—and that layer is OpenAI-proprietary. Insist on open-source components, portable architectures, and the ability to deploy in your cloud or your partner’s. The model that’s best for your use case today won’t be the model that’s best in six months. Your architecture should be ready for that shift.
OpenAI entering enterprise consulting is the biggest external validation of the Execution Gap to date. The problem is real. The demand is massive. And the company with the most data on enterprise AI adoption just told the world that better models alone won’t solve it.
For Fortune 100 companies, Frontier is a credible option. For everyone else—the companies without a direct line to OpenAI’s engineering team, without the budget for opaque enterprise contracts, without the luxury of vendor lock-in—the gap is just as real. And closing it requires a business-first partner with outcome-aligned economics, an open-source platform you can deploy anywhere, and the transparency to hand you the keys whenever you’re ready.
OpenAI validated the problem. We close it—for the companies they’re not.
